Prime Minister Jaafar Hassan Embarks on Official Visit to the United States

Amman: Prime Minister Jaafar Hassan departed for the United States on Sunday for a two-day official working visit on the heels of a visit by His Majesty King Abdullah II to Washington, D.C.

According to Jordan News Agency, during his stay, the Prime Minister is scheduled to meet with American officials to discuss ways to strengthen and expand relations, particularly in the economic sector.

He is accompanied by Minister of Industry, Trade, and Supply Yarub Qudah and Minister of Planning and International Cooperation Zeina Toukan.

Jordan Condemns Israeli Bombing of Baptist Hospital in Gaza

Amman: The Ministry of Foreign Affairs and Expatriates condemned on Sunday the Israeli bombing of the Baptist Hospital in Gaza City, which has rendered the facility completely inoperable.

According to Jordan News Agency, the Ministry stated that the attack is a violation of international law, including international humanitarian law and contravenes the 1949 Geneva Convention on the Protection of Civilian Persons in Time of War.

Ministry spokesperson Sufian Qudah said the Kingdom rejects and condemns the ongoing Israeli aggression in Gaza, denouncing the targeting of civilians and civilian infrastructure, as well as the destruction of vital facilities that provide essential services to the Gazan population.

Qudah accused Israel of using hunger and blockades as tools to force the displacement of Palestinians, warning of the consequences of the Israeli violations and their potential repercussions for regional security and stability.

He urged the international community to force Israel to immediately cease its aggression against Gaza, calling for the reopening of crossings to facilitate the delivery of humanitarian aid to the region and for the recognition of the Palestinians’ right to statehood with East Jerusalem as its capital.

He demanded accountability for those responsible for the crimes committed against Palestinians.

Egypt Condemns Israel’s Bombing of Baptist Hospital in Gaza

Cairo: Egypt condemned on Sunday the Israeli attacks on the Baptist Hospital in Gaza as a “grave” violation of international humanitarian law and established international norms.

According to Jordan News Agency, in a statement issued by the Ministry of Foreign Affairs, Egypt called for an immediate halt to all Israeli assaults on Gaza and urged the unimpeded entry of humanitarian and relief aid into the besieged enclave, emphasising that the current situation amounts to crimes against humanity for which Israel bears full responsibility.

Egypt called on the international community to fulfill its responsibilities and take immediate action to cease the blatant attacks on the Gaza Strip.

The statement urged the activation of international law mechanisms and the United Nations Charter to prevent further hostilities, particularly in light of ongoing efforts by regional and international parties to achieve calm and resume the ceasefire agreement.

Amman Unveils New Property Tax Law to Automate Valuation and Minimize Human Involvement

Amman: Amman’s 2025 draft law on building and land tax aims to streamline electronic system integration and fully automate the valuation process, according to Ibrahim Zyoud, Chief Financial Officer (CFO) at the Greater Amman Municipality (GAM).

According to Jordan News Agency, Zyoud stated that the new law addresses several challenges present in the previous legislation. Key improvements include electronic notifications of property valuations, eliminating the need for paper-based communication, especially in cases involving vacant land, expatriates, or rented properties.

The law enables the determination of individual ownership shares in jointly owned properties based on official land records and assessed property values. It unifies databases between GAM, municipalities, and the Department of Land and Survey, significantly reducing human discretion in valuations, as all registered and subdivided buildings and lands will now be electronically assessed.

Zyoud noted that human input will be limited to field survey teams collecting data unavailable in municipal records such as actual building size, number of floors, units, and usage through the use of modern tools and specifications. All remaining assessment processes will be conducted electronically based on fixed, transparent formulas.

Human oversight will remain necessary in detecting unauthorized changes to properties such as unlicensed construction or demolition through coordinated digital monitoring, GIS technology, and physical inspections.

He emphasized that the law leaves no room for subjective estimations. Even when manual space calculation is needed, it must comply with digital standards, ensuring transparency in valuation disputes.

One key feature is the integration of zoning regulations into the valuation process. Building and land values will reflect permissible construction ratios and the administrative valuation assigned by the Department of Land and Survey, ensuring differentiation based on the level of services and restrictions tied to zoning categories.

The law aligns with GAM’s full automation strategy, providing instant online valuations for subdivided and licensed properties, while unlicensed structures are processed using advanced technologies. Notifications and objections are handled via property owners’ municipal accounts, with tax shares calculated based on registered ownership and benefit.

Land assessments will be directly linked with the Department of Land and Survey and calculated as a percentage of administrative value. For plots exceeding 1,000 square meters, the tax rate will be halved to 0.0002 from 0.0004, to reflect planning constraints and undeveloped conditions.

Taxable property values will depend on fixed indicators: usable floor area, zoning status, location classification, and a published per-square-meter rate based on property type-residential, commercial, industrial, educational, or tourism-related.

The law also removes preferential tax reductions for specific businesses, offering instead strategic discounts for activities aligned with municipal goals, such as green buildings, heritage preservation, and parking structures.

A standard 80% tax discount will be granted for properties owned and occupied by the owner, spouse, or direct relatives, with simplified eligibility. The law merges various fees into a single tax of 1% for owner-occupied homes and 3% for rented properties, including municipal knowledge fees and sewerage contributions. Taxpayers retain the right to dispute valuations, regardless of the percentage change.

Disputes will be reviewed by a dedicated objection committee, separate from field survey teams, with private-sector members included in appeal panels. Any ruling may apply retroactively, provided sufficient documentation is submitted.

Early payments will qualify for higher incentives of 10%, 8%, and 6% discounts within the first three months of the year compared to prior rates applied to a portion of the tax. Additionally, vacant properties will receive a 60% exemption, nearly doubling the previous rate.

Jordan Takes Part in Arab League Workshop on AI and Media

Cairo: Jordan participated on Sunday in a workshop titled “Media and Artificial Intelligence: Opportunities and Challenges,” organized by the Strategic Research and Studies Department of the Arab League in Cairo. Representing Jordan at the event was Alaa Zyoud, media adviser to the permanent mission, who attended both sessions and participated in the ensuing discussions.

According to Jordan News Agency, the workshop featured ten research papers and served as a platform for exchanging ideas and expertise on the opportunities and challenges posed by artificial intelligence (AI). Experts and specialists from across the Arab world participated, along with researchers and academics from media and communication faculties at several Egyptian universities.

The first session focused on how AI can enhance media operations and audience engagement, while the second session addressed the future of journalism and strategic adaptation to AI, particularly concerning data privacy, the fight against misinformation, and the impact of AI on jobs in the media industry.

In opening remarks, Assistant Secretary-General and Head of the Media and Communication Sector, Ambassador Ahmed Rashid Khattabi, emphasized that media is undergoing a transformation driven by rapid AI advancements, reshaping the landscape in ways unimaginable just a few years ago.

Jordan to Celebrate Flag Day with Nationwide Flag-Raising Ceremonies

Amman: Jordan will mark Flag Day on Wednesday, April 16, with flag-raising ceremonies held at noon across all governorates and key locations throughout the country. Specially designated sites across the Kingdom will feature 20-meter-long flag garlands, where the Jordanian flag will be raised in celebration of the occasion.

According to Jordan News Agency, Minister of Culture Mustafa Rawashdeh announced the launch of the campaign “Our Flag Flies High,” aimed at reaffirming the central place and dignity of the Jordanian flag as one of the most prominent symbols of national sovereignty, uniting all Jordanians. “In the fabric of our flag lies the depth of our history and the meaning of our identity in its Arab roots,” Rawashdeh said. “It is the banner under which all Jordanians of every background, region, faith, and social class gather, and it is the emblem that shades us under the homeland.”

The minister emphasized that the flag embodies the values of the Jordanian state and leadership moderation, balance, pride in Arab and Islamic heritage, and openness to the world. The Jordanian flag, officially adopted on April 16, 1928, is derived from the banner of the 1916 Great Arab Revolt, symbolizing the fight against oppression and the aspiration for freedom.

Rawashdeh added that the campaign reflects national pride in the symbolism of the flag, celebrating it as a lofty emblem flying above Jordan’s proud and historic landscape under the Hashemite leadership of His Majesty King Abdullah II, 41st descendant of the Prophet Mohammad, and Crown Prince Hussein bin Abdullah II. The campaign also provides an opportunity for citizens to express their national pride by raising the flag on their homes and wearing it close to their hearts.
