Second Executive Programme for Public Sector Modernisation Roadmap (2026-2029) Launched

Amman: Minister of State for Public Sector Development Badriya Balbisi launched the second executive programme for the Public Sector Modernisation Roadmap (2026-2029) under the slogan “A Launch Towards Achieving Impact.” The launch event was attended by ministers, secretaries-general, directors general, and other prominent figures, underscoring the collective commitment to modernisation.

According to Jordan News Agency, Balbisi expressed that the modernisation effort is a shared responsibility, necessitating the integration of knowledge, expertise, and institutional cooperation. She emphasized that realising modernisation requires the contribution of all stakeholders and that open dialogue among partners in the national system is crucial for producing tangible results.

Balbisi highlighted the achievements of the first executive programme of the administrative modernisation vision, noting that it laid a sustainable foundation and improved international performance indicators. The government is now transitioning to a phase focused on implementation and impact, aiming to enhance public sector efficiency, improve services, empower institutions, and meet the expectations of Jordanians.

Key features of the upcoming phase include alignment with economic modernisation, expanded scope to municipalities, introduction of change management and communication components, and a focus on institutional readiness to adopt modernisation principles. The new phase will also emphasize spending efficiency to reduce costs for both citizens and the government.

The programme includes workshops on government services, procedures, data, and emerging technologies, serving as platforms for dialogue and collaboration among government institutions, the private sector, and experts. These workshops aim to prioritise projects and create collaborative workspaces.

Secretary-General of the Ministry of Digital Economy, Samira Zoubi, stated that the next phase is guided by a framework reflecting the government’s commitment to accelerating administrative modernisation and improving institutional performance. The goal is to provide high-quality services that align with Royal directives and strengthen public trust in state institutions.

Zoubi emphasized the integration of data and emerging technologies with government services and procedures, highlighting the role of quality data, artificial intelligence, and advanced analytics in decision-making and improving government operations. This approach aligns with the national vision of leveraging technology for knowledge development, led by His Royal Highness Crown Prince Al Hussein bin Abdullah II.

During the meeting, Zoubi and Salim Salameh, Director of the Digital Transformation Unit at the Prime Ministry, reviewed the current status and strategic objectives of the Government Services and Procedures component, as well as the achievements of the first phase. They established a common set of definitions to unify concepts within the programme and identified key projects aligned with strategic objectives.

Participants concluded the meeting with discussions on observations, suggestions, and potential projects for the next phase of the Public Sector Modernisation Roadmap.
