Jordan hosts 1st edition of International Rules Governing Police Operations Conference

The 1st edition of International Rules Governing Police Operations Conference, organized by the International Committee of the Red Cross (ICRC), in cooperation with the Public Security Directorate (PSD), kicked off in Amman on Sunday, with the participation of 70 int’l police apparatuses.

The PSD administration and manpower director, Brig. Gen. Mutassim Abu Shatal, launched the conference’s activities, making Jordan the first country to host the event’s 1st edition at the regional level.

Abu Shatal stressed the importance of the first- of- kind conference, which affirms the “participatory” relations of Jordan’s government, represented by PSD with ICRC and its keenness to strengthen cooperation and coordination in various security and police fields to exchange common expertise in issues of concern globally.

This conference comes in light of the accelerating developments during the last decade worldwide and the tragic humanitarian consequences that have resulted, he noted.

Jordan, he said, attaches the “utmost” importance to international cooperation in the human rights field, based on its firm belief aimed to protect freedoms and preserve human dignity, as a prerequisite for achieving justice, freedom and peace worldwide, adding that the Kingdom “actively” participated in the United Nations human rights treaties.

For her part, Sarah Avrillaud, Head of the ICRC delegation in Jordan, noted the event provides an opportunity to exchange expertise on law enforcement challenges and lessons learned, in addition to offering innovative responses and good practices, in regard to the recent challenges facing the international community due to the COVID-19 pandemic.

She also stressed the need to provide a platform for senior police officers to exchange professional expertise on the challenges related to policing operations and humanitarian consequences in an evolving law enforcement environment.

Meanwhile, Head of Unit for Relations with Arms Carriers at ICRC, Peter Evans, said the ICRC has taken a decision to hold this conference annually to provide an opportunity for dialogue from decision-makers at security forces and police bodies globally to discuss armed conflict and ways to mitigate risks facing civilians.

ICRC, he noted, believes that security forces and police play a pivotal role in the enforcement of international humanitarian law, the protection of civilians and risk mitigation, which inspired theme of this year’s event : “Law Enforcement, Crowd Management and Humanitarian Consequences.”
