Amman: Minister of State for Public Sector Development Badriya Balbisi announced the government's commitment to advancing an "administrative modernization program" by integrating artificial intelligence and digital technologies, marking a shift from a traditional approach to a "proactive" public model. Balbisi's remarks were made during the launch of the second six-month "Artificial Intelligence for Government Leaders" program at the Prime Ministry.
According to Jordan News Agency, the program is designed for secretaries-general and directors-general from Jordan's ministries and government institutions, covering sectors such as finance, digital transformation, cybersecurity, public administration, statistics, health, government procurement, integrity, social development, and regulatory and oversight bodies. The initiative is executed by the Jordanian Academy for Government Administration (JAGA) in collaboration with the Entrepreneurship for Sustainable Economic Development and Employment project, implemented by the German Agency for International Cooperation (GIZ), alongside the Ministry of Digital Economy and Entrepreneurship and Government Campus (GovCampus).
The program receives joint funding from the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union. Balbisi emphasized that the modernization program's goals include enabling public institutions to anticipate crises and challenges, ensuring preparedness, and placing citizens at the center of policymaking and service delivery by identifying their needs "proactively." She affirmed that AI and digital technologies are essential to achieving this transformation.
Balbisi also noted that governments are increasingly defined by enabling and regulating services through data-driven decision-making and risk analysis, which helps deliver more integrated and responsive public services. Emerging technologies, particularly artificial intelligence, are integral to the modernization program, supporting smart digital systems across all stages of administrative decision-making, including legislative management, identifying duplication, and facilitating legislative amendments.
Locally, she highlighted the launch of the Future Skills Strategy and the development of new programs at JAGA to reshape learning and capacity building. The initiatives include a service management system to monitor operational efficiency and a Voice of the Citizen platform that leverages big data analytics to process between 50 percent and 70 percent of complaints and requests automatically and proactively.
The Artificial Intelligence for Government Leaders program encompasses six areas: AI fundamentals for decision-makers, responsible AI governance, institutional readiness, AI-enabled government services, innovation systems and public-private partnerships, and the broader AI economic impacts.
