Government Holds Second Consultative Session to Develop Human Rights Compliance Guide

Amman: The Government Coordinator for Human Rights at the Prime Ministry on Tuesday organized the second consultative session focused on drafting a guidance manual for liaison officers tasked with monitoring the implementation of both national and international human rights recommendations.

According to Jordan News Agency, Government Coordinator for Human Rights Muath Momani emphasized that liaison officers from various ministries and government institutions play a pivotal role in the development of the manual. Their field experience and in-depth understanding of institutional challenges and opportunities are vital in creating a cohesive institutional strategy to uphold human rights standards at both the national and international levels.

Momani highlighted that the guidance manual enhances the government’s ability to plan, monitor, and evaluate its human rights efforts. It aims to help officers better understand their responsibilities, unify work methods, improve communication skills, and ensure prompt and effective responses to human rights recommendations and observations.

Kholoud Shakakhwa, Director of the Danish Institute for Human Rights (DIHR) in Jordan, commended the collaboration with the Government Coordinator for Human Rights’ Office and the National Centre for Human Rights. She noted that the expertise of these institutions is instrumental in aligning the manual with best practices in the field.

Nahla Momani, Commissioner for Protection at the National Centre for Human Rights (NCHR), explained that the center has adopted a refined approach to manage its recommendations, which includes restructuring and systematically categorizing them by relevant government entities and thematic areas. This strategy, she stated, has enhanced the clarity of responsibilities and facilitated effective monitoring and evaluation.

She further mentioned that the NCHR has conducted several specialized discussion sessions with representatives from government institutions and civil society partners. These sessions aim to deepen the shared understanding of human rights recommendations, exchange perspectives, and identify actionable steps for implementation in the field.
