Cabinet Endorses Comprehensive Reforms in Education, Public Sector, and Digital Services

Amman: The Cabinet approved a series of legislative and administrative measures aimed at advancing education reform, modernising the public sector, and improving government services.

According to Jordan News Agency, the Cabinet has given the green light for a draft amendment to the Jordanian Universities Law of 2026, which will now be referred to the Legislation and Opinion Bureau for further constitutional procedures.

The proposed amendments address updates in the draft Education and Human Resources Development Law, including new guidelines for community and university colleges. The aim is to align the legislative framework of higher education institutions with recent structural changes, such as the merger of the Ministries of Education and Higher Education and Scientific Research. The amendments strive to modernise the public sector, enhance education quality, and better align academic outcomes with labour market demands, while integrating international best practices in higher education governance.

The Cabinet also approved the 2026 bylaws for the Jordanian Academy of Public Administration, which will succeed the Institute of Public Administration. The Academy is designed to improve the skills of approximately 200,000 public sector employees through modern training systems. It will focus on leadership development, performance improvement, and expanding access to training, thereby supporting innovation and data-driven policymaking. This initiative is part of broader efforts to modernise the public sector, including digital transformation and the incorporation of artificial intelligence in government operations.

To improve public services, the Cabinet endorsed the 2026 Notary Public Transactions Fees Bylaw and the Bylaw for the Use of Electronic Means in Notary Public Transactions. These measures will facilitate electronic payments with reduced fees and allow notaries to use audiovisual tools, streamlining procedures and promoting digital transformation in judicial services.

Additionally, the Cabinet approved the 2026 Administrative Organisation Bylaw for the Jordan Radio and Television Corporation, aimed at enhancing efficiency and adapting to technological advancements. The restructuring introduces a Digital Transformation Directorate, a training centre, and strengthens cybersecurity measures, while new departments focused on content production, including AI-driven media, are also established.

Further, the Cabinet approved justifications for a draft administrative bylaw for the Ministry of Youth for 2026, aiming to expand youth programs and align with the National Youth Strategy (2026-2030). This includes support for initiatives like the King Hussein bin Abdullah II Award for Voluntary Work and youth leadership development.

In another move, the Cabinet sanctioned the National Strategy for Developing the Jordanian Statistical Bylaw (2026-2030), entrusting the Ministry of Planning and International Cooperation (MoPIC) with its implementation. The strategy aims to modernise the statistical bylaw, improve data integration, accuracy, and efficiency, while ensuring data security and confidentiality.

Lastly, the Cabinet approved JOD2 million from the Ministry of Finance's 2026 budget for the Petra Development and Tourism Region Authority to support infrastructure projects aimed at boosting tourism in the Petra region.
