Amman: The Cabinet has approved a series of draft laws and administrative amendments designed to enhance governance, accelerate digital transformation, improve service delivery, and strengthen the social safety net.
According to Jordan News Agency, the Cabinet endorsed a draft amendment to the Independent Election Commission (IEC) Law of 2025, which will now proceed to the House of Representatives. This amendment aims to improve oversight across all electoral stages, reinforce integrity and transparency, regulate digital campaigning, and establish rules for the candidacy and political neutrality of Commission employees.
In addition, a draft amendment to the Jordan Valley Development Law of 2025 was approved, significantly expanding the Jordan Valley Authority’s mandate. The authority will now be responsible for studying, designing, building, and operating all types of dam projects nationwide. These changes are intended to enhance water-resource protection, streamline procedures, accelerate investment, and increase private-sector participation. The amendments also grant judicial powers to designated employees and extend privileges to the Authority similar to those enjoyed by government ministries.
The Cabinet also addressed meteorology by approving justifications for a new Meteorology Law that will regulate weather forecasting. This legislation seeks to improve forecast accuracy, support early-warning systems, and restrict official forecasting to qualified entities.
As part of its public-sector modernization efforts, the government adopted the Jordanian Digital Transformation Strategy 2026-2028. Developed with input from both the public and private sectors, the strategy emphasizes digital infrastructure, cybersecurity, 5G and fiber expansion, digital identity, data governance, and emerging technologies. It includes 57 projects related to digital government services, artificial intelligence, digital health and education, and the green digital economy.
Further administrative reforms include amendments to the Administrative Organisation Bylaws of the Ministry of Industry, Trade and Supply, which will establish a new data and information management unit and realign directorates. Additionally, the Cabinet approved the justifications for restructuring the Ministry of Labour to modernize its organizational structure, strengthen inspection capacity, and improve service quality.
In terms of social protection measures, the Cabinet has extended the freeze on bread prices until December 31, 2026, while continuing cash support for bakeries. For 2026, the wheat subsidy is expected to reach JOD109 million, part of the JOD171 million allocated for wheat and barley support. The government will cover the gap between the wheat import price of 252 dinars per ton and the subsidized price sold to mills at JOD139 dinars.
Other decisions by the Cabinet include renewing the appointments of Nayel Adwan and Noah Shayab to the Telecommunications Regulatory Commission Board, appointing Zaid Qadi, and referring Ayman Daraiseh to retirement.
