Cabinet Approves Amended Bylaw for Government Leadership

Amman: The Council of Ministers approved amendments including a revised bylaw for the Government Leadership System for 2025 in a session chaired by Prime Minister Jafar Hassan on Sunday. The amended bylaw aims to broaden access to leadership vacancies by expanding the dissemination of recruitment announcements through electronic channels and the official social media accounts of Jordanian missions abroad.

According to Jordan News Agency, the bylaw seeks to streamline procedures by reducing the time needed to fill vacant positions and improve governance over the preparation and approval of job descriptions for senior leadership roles. The descriptions will be prepared by relevant departments and approved by the Civil Service and Public Administration Commission to ensure consistency with applicable legislation, policies, and guidelines.

The bylaw incorporates the use of modern technological tools in the applicant screening process to enhance integrity, accuracy, and efficiency. To promote transparency, the system separates the composition of screening and objection committees, ensuring that the screening committee does not handle objections, thereby strengthening governance and transparency.

The revised regulations permit remote interviews with candidates, providing greater flexibility and accommodating individual circumstances. The system allows for the use of other evaluation tools, such as visual presentations and case studies, to improve candidate assessment.

In line with economic modernization, the Council approved the 2025 regulations for Traditional and Popular Crafts and Trade to eliminate the requirement for financial guarantees, reducing the financial burden on practitioners of traditional crafts and trades. They abolish licensing fees, aligning with the provisions of the 2024 amended Tourism Law. The focus is on simplifying registration, classification, and licensing procedures to improve the business environment, create job opportunities in tourism, and support national industries.

The Council approved an amended bylaw for the Jordanian Association for Traditional and Popular Crafts and Traders for 2025. This revision aligns with recent legislative updates and includes exemptions or reductions in annual membership fees for women and persons with disabilities engaged in crafts, manufacturing, or operating shops in popular markets.

On international cooperation, the Council approved a maritime transport cooperation agreement between the Ministry of Transport and the Ministry of Digital Development and Transport of Azerbaijan. The agreement aims to facilitate knowledge exchange in maritime transport, benefiting from each country’s expertise. It is expected to attract investments and enhance sector capabilities in both nations.
