Cabinet Approves Reforms in Judicial, Insurance, and Education Sectors

Amman:The Cabinet has approved a series of significant updates aimed at modernizing the judicial system, protecting insurance policyholders, restructuring special education administration, and resolving outstanding tax disputes.

According to Jordan News Agency, amendments were made to the 2026 Bylaw of Using Electronic Means in Civil Judicial Procedures, which will fully digitize civil court proceedings. This initiative, part of the Justice Sector Strategy (2022-2026), will eliminate the requirement for physical paper submissions after electronic filing and enhance the use of audiovisual communication during hearings to improve the litigation process.

In the insurance sector, the Cabinet approved changes to the Insurance Beneficiaries Guarantee Fund Regulation for 2026. These amendments, in line with the Economic Modernization Vision (EMV), aim to transition the sector from reactive crisis management to a proactive model that reduces the risk of insurance company liquidations. Under these new regulations, merged insurance companies may benefit from reduced or waived fund contributions, depending on conditions set by the Central Bank of Jordan.

The Cabinet also endorsed the reasons for a draft administrative regulation for the Royal Academy for Inclusive Education for Persons with Disabilities (2026) and forwarded it to the Bureau of Legislation and Opinion. This draft regulation intends to modernize the academy by introducing a flexible organizational structure to clarify decision-making, streamline administrative processes, and optimize human resources. By defining clear roles and responsibilities, the framework seeks to eliminate overlapping duties, improve coordination between units, and enhance accountability, aligning with public-sector modernization goals.

In addition, to alleviate financial burdens on businesses and investors, the Cabinet approved the settlement of 970 pending tax disputes between taxpayers and the Income and Sales Tax Department.
