Water Ministry Implements Extensive Performance System to Boost Service Quality

Amman: Minister of Water and Irrigation Raed Abu Saud announced the development of a comprehensive performance-indicator system by the ministry, which includes approximately 6,000 indicators tailored to the water sector's human resources structure. This structure encompasses over 1,000 organizational units, aiming to enhance service quality and efficiency across the Kingdom.

According to Jordan News Agency, the initiative is a part of the government's broader plan to improve public services. The water sector has been a leader in adopting the institutional performance development program, collaborating with a specialized consulting firm to ensure effective implementation. The program's scope includes performance indicators for all organizational levels, from senior leadership to third-category employees.

Abu Saud highlighted the adoption of a business analysis and modeling methodology, focusing on business reengineering to streamline procedures and expedite transaction processing. This approach goes beyond procedural engineering, aiming for comprehensive reform. The indicators have been reviewed by the Ministry of Public Sector Development, which recommended broader circulation to enhance services, trust, transparency, accountability, and excellence.

The minister emphasized that the new system will facilitate work acceleration, future project identification, and alignment with the Public Sector Modernization Roadmap and the Economic Modernization Vision. This initiative supports national integrity principles and involves redefining services, modeling procedures, and identifying resources and assets for service delivery.

Abu Saud lauded efforts within the water sector to drive institutional transformation, stressing the need for accurate performance measurement and risk-indicator system development to ensure service continuity and resource sustainability. He also advocated for accelerating service digitization and technical system development, including the national SCADA program.

The minister affirmed that establishing a water sector with clear performance standards and robust risk management demonstrates a commitment to national integrity and supports comprehensive reform for more efficient and sustainable services.
