Amman: Indicators issued by the Ministry of Justice for the years 2024-2025 show an accelerated pace of work and expansion of judicial services within a gradual reform approach, driven by legislative modernization and digital transformation. This approach aims to streamline litigation procedures and enhance access to swift justice, strengthening the rule of law and institutions.
According to Jordan News Agency, Minister of Justice Dr. Bassam Talhouni stated that the figures reflect the outcome of cumulative institutional work aimed at developing the legislative framework, automating procedures, and expanding the scope of services provided to citizens fairly, efficiently, and transparently. Talhouni announced that a total of 495,747 certificates of good conduct were issued during 2024, of which 35,804 were in English and 459,943 in Arabic. The total figure is expected to rise to 521,919 certificates in 2025, with 33,225 in English and 488,694 in Arabic, indicating the growing demand for this vital service and its integration with digital transformation.
The ministry recorded around 6,955 electronic auctions in 2024, rising to 7,743 in 2025. This expansion reflects increasing confidence in digital solutions, which strengthens the principles of integrity and transparency while expediting judicial procedures. The ministry also handled 2,489 requests for legal aid in 2024, increasing to 3,633 in 2025, reflecting the expansion of legal protection for eligible groups and the consolidation of the principle of equal justice.
Talhouni noted that the number of requests for the right to access information reached 88. Regarding the work of notaries public, the number of completed transactions reached 299,306 in 2024, compared to 284,350 in 2025, within a flexible work system that seeks to streamline procedures and expedite completion without compromising service quality.
Additionally, the ministry implemented 3,693 alternative sentences to imprisonment during 2024, compared to 2,314 cases in 2025. The number of cases using electronic bracelets increased from 149 in 2024 to 316 in 2025, aligning with recent legislative amendments aimed at rehabilitating convicts, reintegrating them into society, reducing recidivism, and alleviating overcrowding in correctional and rehabilitation centers.
In the area of digital transformation, remote court sessions totaled 138,612 in 2024, compared to 127,384 in 2025. Approximately 41.446 million court documents were electronically archived in 2024, and 38.564 million in 2025, representing a leap forward that has enhanced the efficiency of the judicial process and facilitated access to information.
