Ministers of Finance Abduljabbar Ahmed Mohammed and Health and Environment Dr. Ali Shiban on Wednesday launched an electronic collection service at the National University College of Health Sciences, previously known as the Higher Institute of Health Sciences.
This initiative includes the implementation of a government financial and accounting system along with mobile payment options.
During the inauguration, attended by the college dean, Dr. Abdullah Muslim, and the head of the executive unit of information and systems at the Ministry of Finance, Eng. Hamid Hassan, Minister Abduljabbar emphasized that this launch is part of the ministry’s strategy to promote digital services across government institutions.
He commended the college’s leadership for their commitment to integrating electronic systems and enhancing the learning environment, including the establishment of well-equipped classrooms funded through self-financing efforts, which bolster self-reliance amid the country’s challenging circumstances.
Minister Abdul-Jabbar also indicated that further collaboration with the Ministry of Health and Environment would focus on strengthening the college’s infrastructure, introducing a solar energy system, and preparing a comprehensive maintenance study for student housing.
Dr. Ali Shiban remarked on the college’s significant role as Yemen’s first health educational institution under the Ministry of Health.
He highlighted the need to activate the college’s branches in various governorates to improve health services in rural and underserved areas, praising the Ministry of Finance’s commitment to implementing financial regulations that enhance transparency and oversight.
In his address, the dean of the college provided insights into the institution’s activities since its establishment six months ago and the progress made in classrooms and student housing.
He emphasized the focus on serving remote areas lacking health services and outlined plans for expanding laboratories and maintaining student accommodations.

ng. Hamid Hassan discussed the collaboration between technicians from the Ministry of Finance, the college, and CAC Bank to ensure the successful implementation of the electronic collection system.
He noted that this system would streamline revenue management and eliminate manual collection processes, detailing how students can conveniently pay their fees via mobile phones.
Abdullah Rajeh, the director of operations and maintenance at the Ministry of Finance’s information and systems unit, elaborated on the collection and electronic payment processes.
During the event, a demonstration was conducted, showcasing a student successfully issuing a payment order for their tuition fees using the new system.
