Prime Minister, Bisher Khasawneh issued Circular No. (49) of 2021, which was issued based on the provisions of Item (8) of Circular No. (38) of 2021, and Item (5) of Defense Order No. (26) of 2021.

Circular No. (49) was issued to regulate the work of tourist and public restaurants, cafes and hotel facilities authorized to serve hookah, while imposing fines on violating facilities.

Following the full text of the Circular No. 49:

Based on the provisions of Item (8) of Circular No. (38) of 2021, and Item (5) of Defense Order No. (26) of 2021., I decide to issue the following circular:

First: The text of Item (3) of Circular No. (38) of 2021 shall be repealed.

Second: The text of Item (3) of Defense Order No. (26) of 2021 shall be repealed and replaced with the following text:

Third: 1- Tourist and public restaurants, cafes and hotel facilities are allowed to serve hookah, provided that they are authorized to do so by competent authorities.

2- Facilities stipulated in Paragraph (1) of this item shall abide by the provisions of defense orders, circulars and instructions related to public safety, work procedures protocols and preventive measures decided by the Ministry of Labor and approved by the Ministry of Health, which include disallowing any person to enter or be present in these facilities unless he is one of the persons allowed to do so in accordance with the (green Sanad) application.

3- The facility violating the provisions of paragraph (2) of this item shall be penalized with a fine of (JD1000) for the first violation, and shall become (JD3000) for the second violation and (JD5000) for the third violation, and the facility shall be closed in the event of recurrence of the violation.

Fourth: The Prime Minister may amend any of the provisions of this circular by virtue of circulars he issues for this purpose.

Fifth: This circular shall be effective as of its issuance date.
